This article details the study of the structural failures of the Twin Towers and WTC 7, the analysis of building design and fire safety, and the evaluation of emergency response. The investigation’s findings led to key recommendations for improving building codes, fire safety practices, and high-rise structural design to prevent similar catastrophic collapses in the future.
The National Institute of Standards and Technology (NIST) initiated an investigation on August 21, 2002, into the building and fire safety aspects of the World Trade Center (WTC) disaster of September 11, 2001. This inquiry was authorized by Congress under the 2002 National Construction Safety Team Act and aimed to determine the causes of the collapse of the WTC towers and WTC 7, assess the performance of the buildings’ structural systems, examine the evacuation of occupants, and evaluate the effectiveness of emergency response measures.
The NIST investigation team comprised over 200 experts, including 85 NIST staff and specialists from various fields. They conducted extensive data collection and analysis, which included interviews with 1,056 WTC building survivors and 116 emergency responders, review of building design, construction, maintenance, and inspection documents, examination of hundreds of structural steel components, and the gathering and analysis of thousands of photos, videos, and audio recordings from both professional sources and the public.
In September 2005, NIST published its “Final Report on the Collapse of the World Trade Center Towers” (NIST NCSTAR 1), which detailed the causes of the tower failures. The investigation concluded that the impact of the airplanes and the resulting fires caused severe structural damage, ultimately leading to the towers’ collapse.
In November 2008, NIST released the final report on the collapse of WTC 7 (NIST NCSTAR 1A). The analysis found that prolonged fires, lasting nearly seven hours after the aircraft impacts, led to structural system failure and the building’s collapse. This study also evaluated building design, construction, operations, and maintenance practices, and highlighted areas of building and fire codes that required improvement.
The findings from NIST have had a significant impact on building design, fire safety, and emergency response practices. Recommendations from the reports have been incorporated into updated building and fire codes to enhance the safety of high-rise buildings in similar catastrophic events.
